Register with ID Austria

Before you can use ID Austria in production, you need to register your company as a service owner with ID Austria. To complete the process, you need to provide information about your company, designate an administrator and apply for access to the Unternehmensservice Portal (USP), or Business Service Portal.

Registration overview

To register your company with ID Austria, you need to complete the following steps:

  1. Register your company in Austria
  2. Register an Admin
  3. Register as service owner
  4. Register employees in the USP

To register successfully, you will need to provide information about your company admins and employees together with reasons that substantiate your use case for digital identity.

1. Register your company in Austria

To integrate with ID Austria, your company needs to be recorded in an official register in Austria.

Already registered in Austria?

If your company has been established or already registered in Austria, you may skip this step.

To verify if your company is already registered, you can contact the USP Service Centre.

International companies (not established or registered in Austria) need to register in the Supplementary Register for Other Affected Parties (ERsB) ("Ergänzungsregister für sonstige Betroffene").

To register your company in Austria, you need to follow the instructions in the Registration for foreign companies page.

Registration number

After registering in the ERsB, you will receive an Ordnungszahl (registration number). Note that you need this number to register with Mein USP later on.

2. Register an Admin

To register in ID Austria's Business Service Portal (USP), you need to designate an administrator who will represent your company. This must be a natural person that represents the company as administrator (Admin).

Your Admin has to be registered in the Central Population Register (Zentrales Melderegister, ZMR) or the Supplementary Register for Natural Persons (Ergänzungsregister für natürliche Personen, ERnP).

Depending on the nationality and residency status of your designated Admin, one of the following cases apply:

Case 1: Admin is an Austrian citizen or resident

If the Admin is an Austrian citizen or a resident of Austria, they are already registered in the Central Population Register (ZMR). You can continue to the next section to Register as service owner.

Case 2: Admin has ID Austria or an eIDAS electronic identity

If the Admin has ID Austria, or any eIDAS electronic identity, they only need to register in the Mein USP portal. They can register using their accredited identity method.

When the Admin first logs in to the central eIDAS node of their country of origin, their eID data will be entered in the Austrian Supplementary Register for Natural Persons (ERnP). For this to happen, they need to give their consent to transfer their identity data ERnP. This step ensures that the Admin can be successfully and unambiguously identified in future login processes for Austrian online applications.

To register in the Mein USP portal, your Admin needs to do this:

  1. Go to My USP login page.
  2. Select Log in with digital signature
  3. Authenticate with their eID:
    • ID Austria login
    • Log in with national eID

On their first login to Mein USP, the Admin will receive a message prompting to register their company. If your company is already listed, that means that your company is already registered. Then, the Admin can proceed to the next section to Register as service owner.

Case 3: Admin has no (eIDAS) electronic identity method and no Austrian residence

If the Admin has no electronic identity method, and no Austrian main residence, the Admin must first be registered in the Ergänzungsregister für natürliche Personen (ERnP) or Supplementary Register for Natural Persons unless the person has already been registered in the Central Population Register (ZMR).

Once the Admin has been registered, you need to continue with registering as a service owner.

3. Register as service owner

After the registration in the ERsB (for international companies), you also need to register your company as a service owner in the Unternehmensservice Portal (USP), or Business Service Portal.

In the ID Austria framework, a service owner is a company that offers an online service (service provider) and uses ID Austria as an authentication method. To become a service owner, you need to register your company to Mein USP (My USP).

To register your company in Mein USP, you need to send an email to the USP Service Centre at info@usp.gv.at. In your email, include the following documents or information:

  • Company name
  • Company address (street, house number, postal code, city, country)
  • Company registration number - ERsB registration number (Ordnungszahl)
  • First name, last name, date of birth, and place of birth of the USP Admin. The data should match the values in the ERnP.
  • Copy of the USP Admin identity document
  • Telephone number and email address of a contact person

The contact person named in the registration application will receive an email notification as soon as the registration has been completed.

Login credentials

Once the registration process is complete, your company will receive the login credentials by registered mail (RSa).

The official mail with the credentials is sent to your company's postal address as listed in the commercial register and addressed to management. The letter contains further instructions to complete the registration in the USP.

After you receive the login credentials by registered mail, the Admin can now log in to My USP and take the first steps.

4. Register employees in the USP

Your employees also need access to the USP to maintain and implement your use case. Note that only the USP Admin can register new employees to the portal.

Who should I register?

You should register any employee responsible to maintain your use case, such as the members of your developer team.

To register an employee in the USP, you as the USP Admin need to do the following:

  1. Log in to the Unternehmensservice Portal (USP) (Mein USP) with an electronic eIDAS ID card (for example, DigiD, Personalausweis or ID Austria).
  2. Click Administration.
  3. To create a new employee account, select Benutzerkonten verwalten (Manage user accounts).
  4. In Verfahrensrechte verwalten (Manage procedural rights), click Zuordnen (Assign).
  5. To assign authorisations to the employee, select the desired company account under Account Selection.
  6. In the Available Procedure Rights list, choose this:
    • Production system: Select the checkbox User for E-ID Service Provider
    • Test system: Select the checkbox User for E-ID Service Provider (Q)
  7. Verify that the service provider system you chose is available under All Services.

By selecting a system, you access the ID Austria Service Provider Registration System (IDA-SPR). The IDA-SPR provides all the operations necessary for registering and managing service providers. These definitions correspond to your use cases for digital identity.

Depending on the selected environment, E-ID Service Provider (production) and/or E-ID Service Provider (Ref) (test) will then be available under All Services. This is where you will register your service provider when you configuring ID Austria in the Configure ID Austria services documentation.
